I think for “baarish hoti ja rahi hai” translation would be “It has been raining(since/for)…..”
It indicates about specific time…e.g Subah se barish hoti ja rahi hai …(aur still abhi takk ho rahi hai)
|i think “baarish hoti rehti hai” to me means that kabhi kabhi barish hoti hai… which in english would be “it rains at times”|

I interpret it as talking about such a place where rain is a regular phenomenon…Like ABC city main tu barish hoti rehti hai…..
